Why does the Sticky Order Window disable the Review Order Window?
The Sticky Order Window aims at reducing the time to place an order. The Review Order Window brings an extra step in the process and hence it's disabled.

How to enable the Review Order Window again?
You will have to disable the Sticky Order Window first. This will allow you to enable the Review Order Window again.
